i want raincoats in the vanilla game without using an mod

some to find and some as an crafting item

Having a coat that takes away the rain penalty could be fair, after all if it gets too hot the player already has to take off "layers" (warmer clothing) to stay cool so there is that balance aspect already in place. Good idea!

Yes! And umbrella for secondary or main hand! May be umbrella can be used as weapon. Same situation as kitchen knife - fight with it or cook with it.

This reminds me...stab a rotting corpse with a knife and then use it to cut your watermelon. Maybe not the brightest idea. They should make it so that you have to clean it before use.
