There is a bug with the setting that pauses a server when empty.
When a user connects to the empty server, there will be no zombies in about 100m around the player. Run in any direction and they'll spawn, and sometimes respawn in the empty section if you run back. The weirdest part of this behavior is that it occurs every other login. Log in once and it's empty, reconnect and they are where ya left em, reconnect a third time and nothing again. This behavior repeats indefinitely so long as you are the only user connecting.
Edit: I mean, it's not hard to just connect twice to solve it, but still annoying.
