Anybody knows pgram to conveniently create mods in pz instead of vs and blender

Hello, I'm new and I'd like to do some mods. And my question is ItemZed already inactive or am I doing something wrong? Because I wanted to create a mod and after selecting it does not work to import files and I suspect that this program has no support anymore.
