I am consistently able to replicate this bug by sitting in any room with no windows at all with the door closed, and flipping the switch a lot at night.
I am not using any mods, and have replicated this is many different buildings in Muldraugh.
I am not entirely sure that this is a bug, but it seems pretty ridiculous to me that flipping a switch would attract zombies from outside that house, and since the room has no windows it the light itself shouldn't attract any zombies.
