Первое что вижу это строка 3490 - Loading: C:/Users/danil/Zomboid/mods/FitnessGains XP Mod/media/lua/shared/Definitions/FitnessExercises.lua, что уже некорректно, т.к. ранее в строке 1074 он уже подгружался из правильного места - mod "FitnessGains" overrides media/lua/shared/definitions/fitnessexercises.lua. Далее начиная со строки 3548 у тебя часть модов почему-то грузится не со стимворкшопа, а з папки модов в userfiles. Как вариант попробуй из этой папки удалить все моды - C:/Users/danil/Zomboid/mods/ Все моды, которые ты хочешь использовать на сервере, должны быть тут - steamapps/workshop/content/108600/

This is only for Linux or Windows too?

Нажми переустановить SteamCMD. у меня была такая же проблема, когда долго не переустанавливал его.
