Thank you, I just got a chance to revisit the game today and tried to read the same book (exactly as you described above) it was real easy to miss that small detail. Thank you for the replies.

Then maybe I did something wrong? I moved while reading and when I went back into my inventory to start reading again, the process started back at 0%. No mods, new game, etc.

It makes no sense that we have to start over reading a skill book if we are interrupted during the process. In real life we would be able to find a page or bookmark where we left off. Again, the system makes no sense.
