Keyboard/mouse. Problem doesn't happen in any other game with similar controls.

I went AFK earlier for about an hour, not thinking the game would be effected at all. Come back, and suddenly I'm stuttering when I'm walking. Constantly. The game has become unplayable. The zombies aren't effected, they're moving at normal speed. FPS stays the same. No other game with a similar control scheme is effected. I've re-installed, cleared all mods, cleared every file, made sure every saved game or file was deleted even after uninstalling, verified, checked my keybindings, tried a new game, made a new character, checked my keyboard and mouse inputs out of game and in game, went on other games to make sure, restarted my PC, restarted Steam in admin mode, I have no idea what's going on. I'm at my wits end. 16gb RAM, Windows 10, 64 bit, NVIDIA GeForce GTX 980 Ti with updated everything. The game sucked me in, then started this out of no where. I'm losing my damn mind. Went to the official Discord: Increased the ram in the bat and json to Xmx4096. Tried all combinations of the following: vsync on or off, framerate at unlocked, 30, or 24. No change on any different combination of settings, except that when I unlock the framerate my character literally blurs in place without moving at all. Someone please, please help.
