Did you perhaps cancel the server “initialization” at any point? Since it is not recommended to do that, as it can cause the Normal Termination errors.
Regardless of that, try going to “Steam\steamapps\common\ProjectZomboid” and delete the “steamapps” folder found there. Then launch the server again and let it initialize.

That looks like a permission issue as the game cannot create the settings folder.
Try going to your Steam Library > Right click Project Zomboid > Properties > Set Launch Options > Type -cachedir=C:\Zomboid > Start the game

Try going to the Home\Zomboid folder and edit the options.ini file.
In that file, edit the fullscreen=true line to fullscreen=false
Then try launching the game again.

Steam has recently released an update that breaks the hosting on Linux. I can only recommend hosting a dedicated server instead or waiting for Steam to push out a fix.
