I'm having the same issue with single player, on both saves, and new games.. It is rendering my water barrels unusable, and unbuildable so basically breaking my game... I have no other mods enabled, and currenly on Build 27.. But every time I try and right-click on barrels I get; I haven't had any luck so far with solutions..
