Some safehouse ideas

Anne Frank hideout: Low cost safehouse.  Set these up in scavenging zones.

Knock out every window and door on the first floor then use the lumber to nail up a second floor bedroom.  Add a sheet rope first.  Zombie migrations (or nazis looking for your papers) will pass through the house below without beating the house like a drum.   Make sure you sneak around upstairs when zeds are nearby.
 
Cost:
4 nails
4 planks
3-4 sheets
 
Improvement: 
1. Add a balcony to another window for better views of your rope and the yard.   1 nail for a floor or 10 to include a balcony fence.
2. Wall up the top of the stairwell or hallway leading to the bedroom. 4-12 nails.
 
 

Rest stop:   For overnights on long trips.

An open elevated structure gives you more options than a smaller walled shed would for similar costs.  This way you can jump off in the best direction,  taking some damage,  without being enveloped by a horde.    Camp near the center to block as much LOS as possible.   You can walk down into the covered stairs for additional stealth.
 
Cost:
~100 nails  
~100 planks
doorknob
2 hinges
tent kit
 
Improvement:
1.  Add a crate and water barrel   (6 nails,  6 planks)
2.  Add a fence to possibly help sneaking while observing   (~50 nails,  ~30 planks)
 
 
 
Bar safehouse: Full featured safehouse in a usually quiet neighborhood.

Set up a sheet rope,  barricade the stairs door,  add another wall in upper hallway to block access from below,   add 360 degree balcony to scout the area.    You can add the roof yourself as the original doesn't support weight.  Fill the upper rooms with crates to store loot.    You can barricade the first floor or just knock out all the doors and windows to let zombies pass through.
 
Cost:
~350 nails (with roof)
~400 planks
~10 sheets
