Small BBQ doesn't show Turn On option

For some strange reason, I cannot get the Small BBQ to do anything at all. The big ones work normally as long as you have a Lighter or some Matches in your pack, but I can't get the one in my safehouse's backyard to show the Turn On menu option. Also, neither Power nor Water have failed on this map I'm on, so it can't be that either.

 

Is anyone having this same issue? Or does the small BBQ works differently than the big ones?

the silver grills run off propane tanks.

the red grills are the kind that would run off charcoal, if it was in the game.

 

basically, at this point the red grills are just lawn ornaments....though i have read that you can start a fire in them

i tried placing some charcoal in one, using the Necroforge mod. but i never got a "Start Fire" menu, and it took all the charcoal without doing anything
